“Despite my optimism about the usefulness of the information, I am troubled by the lack of base rate information,” Tod said. “It is impossible to draw any objective conclusions about the frequency or severity of accidents that are caused by or contributed to by advanced driving systems. At this point, we can only use intuition to decide if, for example, 392 incidents in 10 months is a lot or a significant drop from how many incidents would have occurred but for the advanced driving system.”
