Tucker Ellis Wins Land Use Dispute for Developer of Redondo Auto Spa

On June 16, 2014, Judge Allan J. Goodman of the Los Angeles County Superior Court denied a writ petition seeking to overturn the City of Redondo Beach’s grant of a permit to allow construction of a new car wash in an urbanized area of Torrance Boulevard (Walter, et al. v. City of Redondo Beach, et al.). The petition, filed by residents under the California Environmental Quality Act, claimed a full environmental impact report had to be prepared because the car wash would create negative traffic and noise impacts. Judge Goodman ruled the project was categorically exempt from CEQA review, and that it would not negatively impact traffic or violate applicable noise ordinances.
